Senior Needs Analysis and Research Consultant Full Time NEW

We are looking for a Senior Needs Analysis and Research Consultant for our client who meets the following criteria:

• Language: Bilingual – English & French
• Security Clearance: Secret
• Location of Work: Onsite – Privy Council Office and other Government of Canada locations in the National Capital Region.

Mandatory requirements:

• The Offeror must be a Canadian Citizen.

To demonstrate Canadian citizenship, the offer must produce one of the following

• citizenship certificates
  • electronic certificates (e-certificates)
  • paper certificates
  • older paper citizenship certificates
• citizenship cards
• other acceptable proofs like
  • some birth certificates
  • naturalization certificates
• The Offeror must hold a valid a Secret clearance from the Government of Canada before the date of contract award.
• Thorough understanding of GC mandates/processes/structures or experience in working with government/public admin/the courts/provinces/territories/GC adjacent projects

Demonstrating a thorough understanding could include, but are not limited to, the following indicators:

• Holding a senior position (EX-1 and above) in the public service;
• Having conducted a similar Government of Canada inquiry, evaluation, assessment;
• Holding a senior position in a municipal, provincial, or territorial government;
• Holding a senior position (EX-1 and above) in the public service;
• Having conducted a similar Government of Canada inquiry, evaluation, assessment;
• Holding a senior position in a municipal, provincial, or territorial government;

The Offeror must submit the following information in support of this mandatory requirement:

• Where the understanding was gained
• When the understanding was gained
• What their role and responsibilities were.

Period of the services provided, including start and end dates (dates must be identified by month and year e.g. March 2016 to May 2017).

• Experience in senior roles in an organization, or in a leadership position overseeing a team or department of more than 100 people.

The Offeror could have gained this experience in roles including but not limited to:

• As a Deputy Minister or equivalent in a government department at any level of government;
• As a former judge at any level;
• As a Chief Executive Officer or close equivalent in the private sector.

• The Offeror must demonstrate a minimum of 10 years of experience, within the last 20 years (as of the offer’s closing date), in working with intelligence, testimony, audits, evidence or similar detailed or process-oriented documents.

The Offeror must submit the following information in support of the services provided:

• Where the experience was gained;
• When the experience was gained; and
• What their role and responsibilities were.

Period of the services provided, including start and end dates (dates must be identified by month and year e.g. March 2016 to May 2017).

• The Offeror must demonstrate a minimum of 10 years of experience, within the last 20 years (as of the offer’s closing date), in providing written and verbal recommendations to senior executives.

The Offeror must submit the following information in support of the services provided:

• Where the experience was gained;
• When the experience was gained;
• What their role and responsibilities were; and
• A minimum of two detailed examples of the recommendation(s) made, to whom, when, how and on what subject matter.

Period of the services provided, including start and end dates (dates must be identified by month and year e.g. March 2016 to May 2017).

• The Offeror must demonstrate a minimum of 10 years of experience, within the last 20 years (as of the offer’s closing date) in leading the drafting of documents for public release.

The Offeror must submit the following information in support of the services provided:

• Where the experience was gained;
• When the experience was gained;
• What their role and responsibilities were; and
• A minimum of two detailed examples of the documents written, including to whom, when, how and on what subject matter.

Period of the services provided, including start and end dates (dates must be identified by month and year e.g. March 2016 to May 2017).

• The Offeror must demonstrate a minimum of 10 years of experience, within the last 20 years (as of the offer’s closing date) in managing, overseeing, or being accountable for projects, budgets, or complex deliverables.

The Offeror must submit the following information in support of the services provided:

• Where the experience was gained;
• When the experience was gained; and
• What their role and responsibilities were.

Period of the services provided, including start and end dates (dates must be identified by month and year e.g. March 2016 to May 2017).
