Senior Project Leader/Executive Full Time

We are looking for a Senior Project Leader/Executive for our client who meets the following criteria:

• Language: English
• Security Clearance: Reliability
• Location of Work: Hybrid – Any work requiring access to classified information or systems shall be performed exclusively at DND locations

Mandatory requirements:

• The Bidder must demonstrate that the proposed resource has a minimum of 10 years of cumulative experience providing advisory, analytical, or project leadership support in one or more of the following areas:
  • Airspace modernization;
  • Airspace management / control
  • Airspace analyses for future use and requirements for a 5th Gen Air Force
• The Bidder must demonstrate that the proposed resource has at least twelve (12) months of experience in the last sixty (60) months providing strategic advice to Senior Government and or Air Force officials related to one or more of the following areas:
  • Military aviation airspace requirements;
  • Military aviation training requirements;
  • Civil / Military airspace sharing / cooperation;
  • IT/IM requirements for military and civilian airspace management

*For the purpose of this requirement, providing strategic advice may include:

• Direct advisory or briefing interactions with senior officials; and/or
• Supporting, informing, or preparing analysis, briefings, or recommendations for senior‑level decision‑making bodies, boards, or governance forums.
• Further to MT2, the proposed resource has experience in airspace usage analysis and making recommendations for more than one Air Force / Country. Recommendations could be in the form of briefings to senior leaders or recommended changes in airspace shapes and sizes to the subject matter experts. This brings benchmarking experience and best practices to their recommendations to Canada. For each different Air Force / Country they have analyzed and prepared recommendations for, they will be awarded more points.
• Further to MT3, the Bidder must demonstrate that they have experience with and analyzed different IT/IM services and products that different Air Forces / Countries use for airspace management and control. Examples of these IT/IM solutions are, but not limited to:
  • EXCDS
  • LARA;
  • DIANA;
  • HENOSIS;
  • NAVenGIS;
• The Bidder should demonstrate that the proposed resource has experience in redesigning existing airspace based on historical use and simulated future use. An example of this is modifying / shaping existing airspace into a more flexible use style airspace minimizing disruption to civilian air traffic all the while increasing the size and flexibility required for the military training and 5th Gen requirements. Using real time data or simulation to back up the recommendation / reshaping.

Each redesigned airspace must be part of a different complex of airspaces / must belong to a different military or controlling agency.
