Senior Project Leader/Executive Full Time

We are looking for a Senior Project Leader/Executive for our client who meets the following criteria:

• Language: English
• Security Clearance: Secret
• Location of Work: On-site – 101 Colonel By Drive or at other DND facilities in the National Capital Region

Mandatory requirements:

• The bidder must demonstrate that the proposed Resource has a minimum of ten (10) years of experience in fighter aircraft capability, sustainment, or program management within a military or defence environment.
• The Bidder must demonstrate that the proposed resource has at least thirty six (36) months of director-level experience within the last 60 months, providing decision-grade operational or strategic advice, including consideration of cost, performance, and implementation constraints, to Senior Officials* in Fighter Combat Operational or Systems Capabilities, in senior roles such as Project Director (PD), Project Manager (PM), or direct oversight of PD/PM activities on behalf of a PD/PM.

*For the purpose of the present solicitation, a Senior Official refers to senior Government of Canada officials, senior Canadian Military officials, senior Canadian Defense officials i.e. Director General (Level 2), Associate Deputy Ministers (Level 1), or equivalent military levels.

• The Bidder must demonstrate that the proposed resource has experience in preparing at least 10 of the following 20 project document types for submission and approval. These documents must have been developed in the context of a Capital Asset Acquisition Project* within a structured government or defence approval framework (e.g., Government of Canada DMS or equivalent).
  • Project Business Case;
  • Strategic Context Document;
  • Project Brief (Identification) (PB(ID));
  • Project Charter;
  • Statement of Operational Requirements (SOR);
  • Statement of Operating Intent (SOI);
  • Project Approval – Definition (PA(Def));
  • Project Complexity and Risk Assessment (PCRA);
  • Project Senior Review Board (SRB) Checklist;
  • Senior Review Board (SRB) briefings, presentations & minutes;
  • Program Management Board (PMB) briefings and presentations;
  • Independent Review Panel for Defence Acquisition (IRPDA);
  • Defence Capability Board (DCB) briefings and presentations;
  • Treasury Board Project Briefs;
  • Treasury Board Submissions;
  • Memoranda to Cabinet (MC);
  • Briefing Notes, Ministerial Inquiries and Access To Information responses;
  • Project presentations;
  • Trip Reports; and/or
  • Capital Investment Program Plan Review updates.

*For purpose of the present solicitation, a Capital Asset Acquisition Project is defined as a long-term, high-value (greater than 50 million) investment project with a purpose to build upon, add to, or improve a capital asset.

• The Bidder must demonstrate that the proposed Resource has experience in capability sustainment, lifecycle management, or capability transition planning, including sustainment, capability transition, drawdown, or disposal planning, for an in-service capability within a defence or aviation environment.
