Senior Programmer / Analyst – Bilingual Full Time

We are looking for a Senior Programmer / Analyst – Bilingual for the Office of the Superintendent of Financial Institutions Canada with Security Clearance of Reliability.

1. The proposed resource must have a minimum of 10 years of experience within the last 15 years, preceding the issuance date of this RFP, collecting, clarifying, analyzing, and documenting business requirements as detailed functional requirements, design or programming specifications.

2. The proposed resource must have a minimum of 10 years of experience within the last 15 years providing 3rd-line support.

3. The proposed resource must have a minimum of seven years of experience within the last ten years, preceding the issuance date of this RFP, conducting analysis and design of .NET applications used in a production setting.

4. The proposed resource must have a minimum of 5 years of experience in the last 7 years, preceding the issuance date of this RFP, providing software development and support services.

5. The proposed resource must have a minimum of 3 years of experience within the last 5 years, preceding the issuance date of this RFP, applying implementing Role-based access control (RBAC) to secure REST APIs and/or web applications.

6. The proposed resource must have a minimum of 1 year of experience within the last 5 years, preceding the issuance date of this RFP, conducting analysis, design, and development of applications used in a production setting where one or more critical components were implemented using Microsoft Cloud Services (ex. Power BI, Power Platform, Azure App Services, Azure Functions, Azure Logic Apps, etc.), and the proposed resource was a primary contributor to the implementation of this component(s).
