Senior Project Leader/ Executive Full Time NEW

We are looking for a Senior Project Leader/ Executive for our client who meets the following criteria:

• Language: English.
• Security Clearance: NATO Secret.
• Location of Work: Off-site at Contractor’s facility, with some travel on-site at various Canada and outside of Canada facilities.
• Mandatory requirements:
  • Must have a minimum of 100 points in the flexible grid
  • Must have a minimum of 10 years of cumulative experience providing advisory, analytical, or project leadership support in one or more of the following areas:
    • Defence, aerospace, aviation, or aeromedical programs;
    • Complex training systems, organizational design, or workforce modernization initiatives;
    • Infrastructure, equipment, or simulation-based programs; and/or
    • Government of Canada capital initiatives
  • Must have experience conducting reviews or analyses of organizational and staffing models, which may include one or more of the following activities:
    • Assessing existing workforce structures, roles, competencies, and staffing mixes (civilian, military, contractor, or hybrid);
    • Evaluating the alignment of organizational models with new or evolving operational capabilities;
    • Developing or proposing alternative organizational, employment, or operating models to support the introduction of new systems, technologies, or training capabilities; and
    • Analyzing affordability, sustainability, governance, and readiness impacts of proposed staffing or organizational changes.
  • Must have at least twenty‑four (24) months of experience in the last sixty (60) months providing strategic advice to Senior Government of Canada officials related to one or more of the following areas, in relation to the decision criteria of need, system or training performance, and cost:
    • CAF or allied aviation, aeromedical, or military training capabilities;
    • Military or defence training systems, including training delivery models, simulation, or digital training enablers;
    • Military aviation‑oriented infrastructure, equipment, or capability development, including planning, modernization, or sustainment initiatives.
  • Must have experience in preparing at least 5 of the following 21 project document types for submission and approval.
    • Project Business Case;
    • Strategic Context Document;
    • Project Brief (Identification) (PB(ID));
    • Project Charter;
    • Statement of Operational Requirements (SOR);
    • Statement of Operating Intent (SOI);
    • Project Approval – Definition (PA(Def));
    • Project Complexity and Risk Assessment (PCRA);
    • Project Senior Review Board (SRB) Checklist;
    • Senior Review Board (SRB) briefings & presentations;
    • Program Management Board (PMB) briefings or presentations;
    • Independent Review Panel for Defence Acquisition (IRPDA) briefing or presentations;
    • Defence Capability Board (DCB) briefings and presentations;
    • Treasury Board Project Briefs;
    • Treasury Board Submissions;
    • Memoranda to Cabinet (MC);
    • Briefing Notes, Ministerial Inquiries and Access to Information responses;
    • Briefings and recommendations to senior Wing leaders related to force development aspects of fighter capabilities;
    • Project presentations;
    • Trip Reports; and/or
    • Capital Investment Program Plan Review updates.
