Project Manager – Level 3 Full Time

We are looking for a Project Manager- Level 3 for our client who meets the following criteria:

• Language: English.
• Security Clearance: Top Secret – Sigint.
• Location of Work: On-site at CSE’s HQ premises (EDB), Ottawa, ON.
• Mandatory requirements:
  • Must demonstrate compliance with one (1) of the following education and experience combinations:
    • University degree at the Bachelor level in Science, Computer Science, Engineering, Applied Science, Mathematics, Business Administration or Public Administration; and, a minimum of ten (10) years in the last twenty (20) years fulfilling the role of a Project Manager; OR
    • Community College diploma in Information Technology, Computer Science, or Engineering Technology; and a minimum of twelve (12) years in the last twenty (20) years fulfilling the role of a Project Manager; OR
    • University Degree at the Bachelor level other than named in paragraph 1; and a minimum of twelve (12) years in the last twenty (20) years fulfilling the role of a Project Manager. OR
    • A minimum of fifteen (15) years in the last twenty (20) years fulfilling the role of a Project Manager.
  • Must have a minimum of two (2) years of demonstrated experience in the last eight (8) years leading complex projects, each of which must include the eight following areas of project management:
    • integration management.
    • scope management.
    • time management.
    • cost management.
    • quality management.
    • human resource management.
    • communications management; and
    • risk management
  • Must have a minimum of three (3) cumulative years of demonstrated experience in the last eight (8) years in which they have managed application development projects using
    • Agile development methodology OR
    • followed a standard system development lifecycle methodology

Note: A minimum of at least six months experience must be within a federal government department, agency or crown corporation in combination with experience in private sector organization.

• • Must have must have a minimum ten (10) years’ experience in the last fifteen (15) years being responsible for hands on performing of project management functions and leading projects to their closure.
  • The responsibilities must include the establishment, maintenance and oversight of the following documentation:
    • project charters;
    • business cases
    • project RASCIs;
    • project implementation plans;
    • project performance indicators;
    • project schedules;
    • project estimates;
    • communication plans;
    • risk Management Plans;
    • lessons learned reports;
    • project closure document;
    • project transition to operation; and
    • project documentation is finalized and filed according to the organization’s IM Policy.
  • Must have experience in:
    • managing concurrent technology projects
    • dealing with multiple stakeholders
    • managing multi-departmental projects
    • providing strategic advice
    • using Atlassian -JIRA and Confluence and MS Team Foundation Server or an equivalent collaboration tool such as a wiki, JIVE and MS SharePoint
    • managing systems development application projects through the full System Development Life Cycle (SDLC)
    • working on Business Transformation Projects
