Senior Procurement Specialist – Bilingual Full Time

We are looking for a Senior Procurement Specialist – Bilingual for Employment Social Development Canada with a Security Clearance of Reliability.

The resource must meet the following:

1. The proposed resource must, at a minimum, meet the requirements for this category at Senior Level as per the flexible grid in the TSPS Supply Arrangement.

2. Must demonstrate significant experience (7 or more years) in the 4 areas of expertise listed below (1 to 4) that are relevant to the multi-phase procurement process by providing a resume of the resource and highlighting in the resume where the resource demonstrates the required experience in the following 4 areas of expertise:

• Knowledge and experience in the management of client and vendor relationships within an agile/multi-phase procurements from initial development to delivery
• Knowledge of prevailing application and infrastructure architectures and emerging technologies that are consistent with government of Canada standards for complex enterprise solutions and
• Sourcing advice, support, and consultation including at a minimum the following activities that relate to agile/multi-phase procurement processes:
  1. Provision of advice on optimal strategies to engage the vendor,
     community.
  2. Provision of strategic advice on the end-to-end process for the agile/multi-phase procurement process, including emerging approaches and options regarding agile procurement and optimal vendor relationship management
     strategies.
  3. Development of outcome statements to frame industry engagement and consultations.
  4. Development of relevant agile/multi-phase procurement related documents such as LOIs, RFIs, RFQs, ITQs, RRRs, RCRs, RFPs, demonstration requirements, statement of work, and evaluation frameworks
• Demonstrated successful results from working collaboratively with internal stakeholders and external service/solution providers

3. Must identify 2 secure cloud-based IT-enabled projects within the last 5 years from the date of RFP requiring an agile/multi-phase procurement process in which the proposed resource played a key role. The role must illustrate how the proposed resource is qualified to support the ESDC requirements.

The Bidder must provide the following information for each project:

• Client/Project name
• Project start and end dates
• A description of the project and scale
• The agile/multi-phase procurement strategy, process, and results
  

• Similarities and relevance with the ESDC cloud procurement requirements as profiled

  in Annex A, SOW.

4. The proposed resource must be Fluent in both languages English and French at least an Advance level for English and an Advance level for French.

5. The proposed resource must hold the following qualifications and provide copy on bid submission.

1. Certified Project Management Professional (PMP)

OR

2. Certified Supply Chain Management Professional (CSCMP)

OR

 3. Certified in Prince2
